Who isResponsible for the Identity Theft?

Now a days many criminals are trying to test our trust in the credit card company we joined.If in case the crime was happened the responsible for the Identity theft is the owner of the card or the consumer, because he or she should not easily give in their trust to the email they received to the stranger person.
In order that the crime cant easily spread and no more people would be victim by the scam people, the consumer should changed their behavior of being innocent of what happened in this world.
We all know that stilling is very rampant in this society, so we should double check accounts if ever there are wrong incidents happen.
The appropriate punishment for the identity theft is a life imprisonment for the goodness of others.
